UPDATE: June 6, 2024 – Kansas House Bill (HB) 2527, supported by Evergy Inc., the state’s largest electric utility, has been signed into law by Governor Laura Kelly and stands to make it easier for companies to build more energy generation to meet rising power demands. Both chambers of the Kansas Legislature recently approved the bill.
Malcolm Proudfit, CEO of Good Energy Solutions appeared on WIBW-TV to explain what these new regulations will mean for homeowners and businesses that are looking to include solar in their future plans.
These new Kansas solar laws will continue to help solar expand across the state for homeowners and businesses. The bill represents over a year’s worth of negotiations between Evergy, and the Clean Energy Business Council, a trade group representing Good Energy Solutions and other Kansas-based solar providers. Some of the highlights of this new legislation include:
- Increasing the share of power generation that can come from net-metered solar from 1% to 5%, giving a long runway to Kansas’ solar industry. The 1% cap was soon to be reached, and was a real threat to the right of Kansans to choose how they source their power, namely from the sun via solar panels. That threat is gone now.
- New net metering system size limits: Removal of the 15kw residential and 100kw commercial limits, and replacing them with a 150kw AC system size limit, regardless of meter type.
- Provides language to allow for the installation of limited export or zero-export systems.
- Provides language to guide the valuation of generation credits when KS eventually moves to a Time of Use rate plan.
We at Good Energy Solutions would like to thank the team from the Clean Energy Business Council who headed up this effort to lobby for expanded solar rights in Kansas:

- Paul Snider, Lobbyist, Kansans for Lower Electric Rates
- Michelle Milburn, Clean Energy Products Manager, Stanion Wholesale Electric Co
- Malcolm Proudfit, CEO, Good Energy Solutions
